INTEROPERABILITY IN THE PERUVIAN STATE

1. What is Interoperability?

It is the ability of information systems and procedures for data sharing and enable exchange of information and knowledge.

"The ability of two or more systems to exchange and use information” – IEEE.

The Interoperability allows implement the Modernization of the State policies, Decentralization, Administrative Simplification and Electronic Government in turn allows to implement online public services for citizens they can access via Internet and mobile, using digital signatures and certificates and electronic documents.

It is the ability of information systems and procedures for data sharing and enable exchange of information and knowledge.

2. What is Governance Interoperability?

It refers to the agreements and how to achieve them between governments and stakeholders involved in the interoperability processes, as well as spaces for dialogue which defines such agreements.

3. Benefits of Interoperability

  • Cooperation between institutions public administration, regardless of the level technological development of these.

  • Simplification of administrative activity and of business processes of institutions.

  • It allows more easily use open standards and different generation technology applications.

4. Levels of Interoperability

The Framework Interoperability includes three levels:

1. ORGANIZACIONAL

How policies, business processes and delivery mechanisms of these processes public entity interact with those of other entities through the exchange of information.

It corresponds to the arrangement of a set of policies and rules allowing the exchange of information.

It also refers to the generation of competencies in the entities to exchange information and to means for enabling collaboration between entities.

2) SEMANTIC

It corresponds to the arrangement of a set of policies and rules allowing the exchange of information between public entities.
                       
It ensures that, at the time of exchange data, the meaning of the information is the same for all actors involved.

3) TECHNICAL It corresponds to the arrangement of a set of policies and rules allowing the exchange of information between public entities.

Interoperability Platform State - PIDE

  • By means of the Ministerial Resolution No. 381-2008-PCM, establishing the guidelines, mechanisms and standards to implement interconnection of electronic processing equipment information between entities.

  • Platform State interoperability - REQUESTS, it is available public entities, members of the National System Computer, implement public services line electronically and / or exchange Electronic data, which require participation one or more entities.

  • The use of Interoperability Platform State - PIDE, it is Free.

  • Simplification administrative activity and processes business institutions.

  • Access to public services electronically through the Interoperability Platform State - REQUESTS not will require additional cost managed or citizen.

  • Platform Interoperability of the Peruvian State (PIDE), is a technological infrastructure that allows implementation public services online, by electronic means and the electronic exchange of data between entities State via the Internet, mobile phones and other technological means available. 7. Technological aspects

La plataforma de Interoperability has been implemented using the following technological components:

  • Operating System: Red Hat Enterprise Linux
Hardware

Servers, load balancers, firewalls, SAN storage systems, libraries robot, among others. Architecture of the PIDE works in high availability, 24 x 7 x 365.

Timeframe

October 2010 - September 2011, currently in production. PIDE is installed in the Data Center and Main Contingency Banco de la Nacion, with an approximate savings of US $ 480,000.00 hosting year (S /. 1'344,000.00), in July 2014 the total savings is $ 1 '360,000.00 (S /. 3'808,000.00), a tangible sign of cooperation between Public entities.

It is a Project Public investment, SNIP Code 46272 APPROVED: APRIL 2007 DEADLINE: FEBRUARY 2013. Currently in production and administered by the Presidency of the Council of Ministers - PCM through the National Office of Electronic Government and Computer - ONGEI (www.ongei.gog.pe).

9. Procedures Publication and Web Services Consumption

          Service consumption

    To request the use of web services Interoperability Platform State Peruano (PIDE) should follow the following steps:

  • If the Bank has identified one or more Web services (see item 6 "Services PIDE ") that is of interest to implement, it should to send an official letter addressed to the Director of the National Office of Electronic Government and Computers (ONGEI) requesting access and annexing application forms duly completed (an application for each service web).

                                      B). SMS Application Service - Only for service use SMS text messaging

  • Once received and validated applications are send to contact the entity applicant with a document Implementation Guide (contract) for each web service requested, containing technical indications for its implementation operation.

10. Constitution of Companies within 72 hours (Constitution Online companies - CEL)

It is the first service online public implemented using Platform Interoperability allows entrepreneurs to create citizens their companies in an average of two to three days, including Key RUC and SOL. Available in Lima, Callao, Lambayeque and San Martin.

Characteristics
  • Enlarge Business service Constitution in all 72 regions.

  • Provide facilities to small and medium entrepreneurs in creating their companies, or the execution thereof.

  • Allow them access to financial credits, register their workers on the payroll, access to services health.

  • Allow Mypes they can access larger markets and international

  • Improve competitiveness indices in the country (Doing Business), in all regions in the context of decentralization and social inclusion.

  • Working in Lima, Callao, Lambayeque, San Martin Region others.

  • Allows savings for citizens, a minimum of & nbsp; $ 100.00 approximately each procedure or company created.

  • A July 2014 companies have created 52,000 approximately, so that the total generated to date is US $ 5'200,000.00 (S /. 14'560,000.00).
